2023 Football Cards Overview
Panini entered the season as main football card license with exclusive deals with the NFL and NFLPA continue making them the only company who can use the league’s logos and trademarks. However, the NFLPA attempted to revoke their license and awarded it to Fanatics. This could result in Panini holding the league deal that allows them to use logos and trademarks on 2023 football cards and Fanatics, who owns Topps, to have player rights. Panini and the NFLPA are currently presenting their cases to the courts. In the meantime, Panini continues to release NFL products as usual.
Panini also has some collegiate deals in place, although they’re joined by Topps who has a slate of Bowman University products.
Other companies like Leaf are also making football cards, highlighting mainly prospects and retired stars.

I thought the NFLPA terminated its licensing agreement with Panini?

I believe that Panini is able to release products while the case is still in court, plus they already had some products ready to go.
