As an example, I have an old 1989 Topps Traded Ken Griffey Jr. RC that I figure has been graded enough for a decent sample size. The top 13.2% got a PSA 10. The top .2% got a BGS 10 and the top 18.9% got a BGS 9.5 or better. If this is indicative of all cards, you could assume that it is FAR easier to get a PSA 10 than a BGS 10 (not even close), but easier to get a BGS 9.5 than a PSA 10.
On a side note, a BCCG 10 doesn't mean a whole lot of anything as far as I am concerned....
