Looking at the usps international fees, the $2.91 is shipped as Retail 1st Class Envelope while the $9.50 is shipped as a Retail 1st Class Package

Seriously WTF? It is bad enough trying to trade when 95% of your trades are international, but if this keeps up how many of my American friends are going to continue to trade to Canada? How does a PWE with one card in it cost almost 10 bucks, but a bubble mailer, with all the cards individually top loaded etc cost less than three?

That is the difference, but the reason is because the some tellers are more strict than others. If I can't do the postage online I don't bother any more, because one of the tellers at my local post office is super strict about these things.

One more thing I see-- the one in the PWE has a customs form on it. Does the other? If a customs form is put on it and you handed it to a clerk they have to send it as a package.
