The NASCAR pit-road speed limit was introduced in April 1991 and followed in all motorsports associations shortly afterwards. The reason for the speed limit was b/c of the death of Mike Ritch (a crewman for Bill Elliott) @ Atlanta Motor Speedway on 11/18/1990. (That was the Melling Racing Team car.) He was hit by another car on pit-road.
