At the VA they gave him a pain pill and a Nebulizer so he could breath then 2 weeks later Bam! Heart attack.

Surgery is extremely risky and very expensive. The vest is a hassle but allows the physicians to determine whether surgery is going to be the best option (i.e., both safe and necessary). It sounds like he's getting good care; hope all goes well.
