Pack searching sucks. It sucks when you buy something only to realize it's been bent to hell or been repackaged. But pack searching isn't against the law or theft.
Stores could care less what people do with packs as long as they're buying them. The stores only care about that. They're only the carriers and make money simply selling the space to the distributor.
I know a Walmart manager, and he told me the exact same thing. Who cares if they pack search as long as they buy. They can't do anything to the pack searchers unless they leave with a pack without buying it. It then becomes theft. But the people actually have to be outside the store with it before they can call it theft.
