Are these unlicensed Griffey cards 1988,89 or made in the 90's
just wondering if these cards were all made in 1988,89.
or made in the 90's to look like they were issued earlier.

The candy bar cards are legit and I believe are in the OPG.
As far as I can tell about the rest is, as you surmise, were made primarily in 1989 and 1990 and have collector issue value only.

Two of the three minor league cards are legit.
The San Bernardino card in the first row (white jersey) is a reprint/counterfeit. Can't recall what year that one started showing up on the market, but believe it was in the early 90s.
The SB card in the second row (blue jersey) is from the 1988 team set issued by Cal League Cards.
And the Vermont card was a late issue during the 1988 season. The actual border color on the Vermont team set is silver, but the Griffey card was done in red. And there are a ton of counterfeit versions of that card on the market as well, but yours appears to be legit. The way to tell is that cards that are cut off-center are the real versions. Any card that is well centered is a fake.
