I've had it happen. I've bought 2 blasters from 2 different targets on different sides of the state and had the same inserts in the same packs in the same order. While I think the pack out is random to a degree, I think most of the pack out is pretty specific

It happens all the time, especially in retail ... players/inserts come in specific runs.

Like in this year's UD retail hockey, if you got a certain Young Gun of one of the Philadelphia Flyers, you also got a Connor McDavid.

Sure enough, I pulled the Flyer guy in the second or third pack of a blaster, and a few packs later I pulled a McDavid.

Obviously I was happy in that scenario, but many, many times I'll buy 3-4 blasters of Panini or Topps and get identical cards in at least two of them.

It's like, heaven forbid, a collector might buy more than one blaster!

They were both the hobby box but that's why you pay to play the game its all just a gamble.
