They get to spam the title getting more attention to their auction, with having multiple cards to choose from they bring more possible bidders. One guy might want Romo, another might want Ryan. Not to mention the dishonest factor where someone might think they are bidding on all 4 cards.
edit: Another issue is he has the Matt Ryan up in a completely different auction.

Yep. And so much of a headache... Even if it's to attract more attention or just being lazy... Why not just post four listings and be more specific??? cuz at the end of the auction, he's still just selling ONE card.

Just doesn't make sense... I'm trying to see the logic, but it's just so illogical.

I think there's a chance the seller is fishing for someone who doesn't bother to read the description, and thinks they are bidding on all 4 cards. Since it is spelled out in the description what the actual item is for sale, he's not guilty of anything other than trying to catch stupid in a bottle.
I remember seeing auctions similar to this tactic a while back. The seller had pages of auction listings showing pictures of the whole "Rock Band" accessory kit different game systems. Only when you got to the bottom of the listing, and your were still reading, did you see where it said "This listing is for the drumsticks from the Rock Band kit." or "This listing is for the microphone connection cord from the Rock Band kit."

He probably should have used better cards!
A 7 Matt Ryan??? Do people like that realize that the card looks like a dog got to it or do they just believe it'll score a 9.5 when they send it in?

I've seen this type of thing done in auction houses with live bidders. There is a battle for the most desirable item, setting the price, then the second highest bid is taken on the second item if they want it, and so on. The seller may be trying to duck some fees. This is a way to sell possibly 4 items and send eBay only one fee for insertion and final auction value.

But you can't drop to the second highest and send out another offer if the highest bidder pays, can you?
Plus at that price and with those BGS scores... Ugh. He'll be lucky.

You can send second chance offers almost immediately on auctions, so my thinking was that in the time it takes the winning person to send him the name of the one he wants, second chance offers can be sent out to all those other bidders. I believe it is available in the same field as sending an Invoice. He really shouldn't get a premium price for those low grades. But my response was to the original point of why to list an auction that way. I don't know for sure why he/she is doing it but this is a possible scenario.
