Topps Series 2 Relic Question

Bought one on ebay last week and it came in the mail today. Looked at it and is shaped like a parallelogram. Are the cards suppose to off cut like this or is this just a complete screw up when they cut them. THe guy posted it as brand new and in mint condition. To me it seems not so much.
What to do? 
scan?

Well I doubt the seller did anything to it, it's probably just miscut or something. Does he do refunds?

It's Brian Wilson. My number one PC guy. I'm gonna keep the card, plus he doesn't do returns anyways. I'm just a little pissed off that he put it as brand new when you can clearly see the cut is off.
