I'm not sure about that...just doesn't look right. Even those Blank Backs that Topps issue from the Topps Value have a square hologram on the reverse with a hand written 1/1.

These are not Topps Vault cards thats for sure. Maybe just printing errors.
Still neat. I don't get where he says NO Blank Back in the description. 
I don't know where they come from either but I have seen one in person before. They're on a heavier stock than the normal A&G. They felt like the same paperstock as the cardboard box.
