I was going through some cards that have been sitting at my parents for like 15 years and i found this 94 finest Thome with "preproduction" written on the back. Thoughts?

wouldnt say it's rare (1:36)
This 40-card preview standard-size set is identical in design to the basic Finest set. Cards were randomly inserted at a rate of one in 36 in second series Topps packs and three cards were issued with each Topps factory set. The card numbers on back correspond to those of the regular issue. The only way to distinguish between the preview and basic cards is "Pre-Production" in small red letters on back.
