Walmart Special from 1993.

Brooks Robinson was the Spokesman for Treat PROautographs, and they sold numerous autograph items through Walmart, Baseball's, Bats, Cards etc.... The cards came in a black leather like folder, and carried a $10 price tag.

Or you could by a multi-pack box of cards, that had various different packs in them from the different card manufacturers ( Topps, Donruss, UD, Pacific, etc,) and they would include these autograph cards, balls, etc... as an extra bonus for buying the box

And yes it is real.
