when your grading cards with peels, they take in consideration the over all grade with the peel intact, so its very hard to get high grades with them on...
If the peel has lifted,scratched,overhanging edges,corners.....
Its just another area the grader has to grade....
So its much easyer to get high grades without the peel in most cases...
Both cards can be graded high, one will say with peel, one will say without peel on the label...
This does effect the value in some cards....like,
MJ 1994-95 Finest refractor....
Without peel in BGS 9.5 they sell for around $300-$450
Same card with peel in BGS 9.5 will sell for $600-$1200

But not all cards will have such a big difference in price...
