I think there is a team that I do not feel bad for, but am certain that they have the most right to whine of any NFL team:

Washington.  Not only did they go through a name change that was ridiculed, and they play in a sucky part of the US, and they play in a division where the Cowboys get all the attention, and they nearly have the record for most starting quarterbacks over a period of time in recent years, and they have hardly any fans outside of DC area.

Being from Virginia and having previously lived for several years in the D.C. Metro area, you are absolutely wrong that Washington is a bad part of the country - while Metro Washington itself is difficult because of the ridiculous cost of housing, go outside of Metro D.C. in Virginia and you have some absolutely fantastic places to live - Richmond ranked as the happiest city in the United States in a couple of years ago - with a strong job market, relatively good average salaries, and relatively low housing costs (unfortunately, that is changing as more and more companies locate in Metro Richmond rather than Northern Virginia) - Tidewater, Virginia was also high ranking in the same survey. 

D.C./D.C. suburbs itself is a great place to live if you are able to handle the housing costs - great art, music, theater, food, and museum scene - tons of stuff to do, good sports other than football.  Transportation access is great - public transit means you don't have to try driving in that traffic, the Amtrak Northeast Corridor gives you faster than you can drive even with good traffic and more comfortable connections to Baltimore, Center City Philadelphia, Midtown Manhattan, and Boston (Richmond and Norfolk as well) - you got three airports including the major East Coast low cost and a major international hub all accessible by rail - you're just a couple of hours from the mountains or the beach.  Stick to Virginia suburbs and you have low gas tax and low state tax - the real estate tax is higher, but you get fantastic schools out of them.   Go to Metro Richmond and the real estate tax isn't nearly as bad (and houses are much cheaper) and there are still some fantastic schools - and you aren't going to make much less money in Richmond than D.C.

The Commies and Daniel Snyder are indefensible (although as an Eagles fan, I'm fine with Snyder running a rival team into the ground) but the city and region itself are great places to live.  Some of the highest quality of life in the entire United States.
