Yes it is his best "rookie" card. XRC was the designation given to cards not available in packs, but rather factory sets or other limited release products. The term was regularly used for rookie cards from Topps Traded, Fleer Update, and Score Update sets from the 80s and early 90s, as these cards were only available as boxed sets (with 1990 Topps being the exception, as it was available as both a boxed set and in packs). XRC has also been used for a few other sets, like 2001 Upper Deck Prospect Premieres (though I am still not sure why it's used there). One thing to note, if a player has a card from a year and also a traded/update card in that same year, than the regular card is a RC and the update/traded card doesn't get any rookie designation (even though they are both rookie year cards).
