Do all 1999 SkyBox Molten Metal Cards Have the National Emblem on them?

Do all 1999 SkyBox Molten Metal Cards Have the National Emblem on them?
I am specifically interested in the following card:

1999 SkyBox Molten Metal #102 Pat Burrell HM RC

Beckett does not show a National Version of the card in their grading population and PSA Shows a Population of 35 cards that have been graded WITHOUT the National emblem. I am wondering if this was just a mistake on the graders part because I have not seen one without the emblem on the bottom left corner on the back of the card. I have checked my collection as well as ebay and COMC and have not seen a card without this emblem.

Thanks in advance for any help that is out there!
