The only reason Ed Reed would be fined more is because of multiple offenses. First offense then I say he wouldn't have been fined more. I know it isn't exactly fair since the defense has to do most of the hitting, but they all go into each season and each game knowing that if they make those kinds of hits they will be fined, but they don't quit and retire, they play the game anyways.

I say this as someone who doesn't really like Tom Brady. (Mostly because I hate dynasties).
