So what's my next step if I don't get my end? I sent him money through paypal and a decently high dollar card. What's my next move?

File a Paypal dispute. Then if he doesn't refund in 24-48 hours escalate it to a claim and they will investigate. I also filed a police report but its not required. At least the Paypal agent I spoke to said it wasn't.

If you get an empty package take a picture. You may even video yourself opening the package. At the least open it in front of a postal agent if possible. Its never bad to have that witness.
