Kmart back in the hey day of cards 1995 to 2002, sold boxes, most of the ones I got where hobby, and they were at a price cheaper than the LCS,
we are talking like $9.99 to 14.99 to $29.99 for stuff like sp authentic, spx, etc.. and no, they were not blaster but full boxes the 24/36 pack boxes, they quit doing it when people started searching the boxes then returning them to the store with all the packs open.
As far as costco selling cases, the way Upper Deck, Topps, Panini have their sales requirements set up, the cost would be too prohibitive for costco to make any money off of them, and also the fact that they would have to take returns, which would mean searched packs/boxes/cases, etc...
