I found some in Maryland also, 3 blasters in one store in Glen Burnie. Haven't seen them anywhere else though, glad I grabbed them all.

I picked up three boxes at a Wal-Mart in Jamestown, ND earlier this week.
I bought 2 boxes of 2016 UD hockey boxes at Walmart here in Canada an in every box there is a pack of Parkhurst witch contains 3 Rookie cards. Not sure if this is the same thing. By the way in those Rookie Cards I pulled a Laine and Matthews Rookie although the value of them is not the same as the UD Rookie cards but none the less a good find.

The stand-alone Parkhurst has true rookies. The inserts in UD packs are just inserts.
