In 2015-16 SPx Hockey both #110 and #157 Fucale cards are designated as Rookie Cards (RC). Is this normal for Upper Deck and Beckett?

I think that this is due to them both being part of the base set. There has often been multiple RCs of players within a set recently, with Upper Deck winning the sole contract to the NHL. this way they are able to produce bigger sets, and drop the quality in their product.

I appreciate Chicago players that begin competing within the city's sports organizations and stay with these teams throughout their careers.
