Even if it was reviewed 9.5, there is no guarantee that when you send it in to get slabbed, it will still be 9.5. It would get re-graded by a new grader and he will label it whatever he feels is the correct grade, he won't use the previous review.

not always true, if you get it graded within 3 days in the sealed rcr case most times it will get slabbed 9.5 but if its after 3 days or was removed they regrade

They always re-grade unless you happen to get the same grader by some slim chance. That's why they charge you for grading again. Now, that's not saying you don't have a better chance of getting the same grade, but they always re-grade.

Actually the term re-grade is incorrect. The service at the shows is a review only. Just like Danny said.
