I haven't read anything about that card in particular, but it's not uncommon for memorabilia cards to have issues such as this since they have extra steps involved in the production process. An eighth of an inch is a lot -- but as long as there aren't obvious signs of trimming (irregular edges), I wouldn't sweat it that much.<br />
