The Foodland company logo appears on the top and back of each card. The cards measure approximately 2 9/16" by 4 1/8" and could be collected from police officers. The front features a color action photo with a thin black border on white card stock. The player information below the picture is sandwiched between the Penguin and the Crime Dog McGruff logos. The back is dated and presents a Penguins tip and a safety tip (both illustrated with cartoons) in a horizontal format. There were two late issue cards distributed after trades.
