Is there a guideline as to what should be encapsulated and what should not be encapsulated? Is there a value rule of thumb? Or maybe the condition of the item. If you select encapsulation and the item fails authentication, you still pay for encapsulation. That would discourage folks from getting initial encapsulations with orders and then having to resend the item, increasing wait times. Very frustrating. Am I reading this correctly? I sent items for certification to all three significant authenticators. I have 100's. As soon as I get a return and provided most items passed, I resubmit more.
