Are Topps Chrome an insert

Are Topps Chrome an insert
I sort my cards by base, and non-base for the time being. Are the Chromes considered their own set? Or are they considered an insert?

it's been more than 6 years since I was collecting football cards, so just getting back into it is going to take a little bit of time.
I will give 4 cents Beckett credit per point for Panini Points, 110% Beckett for ANY Ravens redemptions, 125% Beckett for any in demand player, and 100% Beckett for all other redemptions.
I PC all Ravens cards.
Check out my ebay for the real good stuff, if I ever get any: https://www.ebay.com/usr/dcm7734

Topps Chrome is it's own set.
I focus my PC on Ken Griffey Jr but I also collect Jay Buhner, Steve Largent and Ryan Bader. Secondary collection: Seattle teams & Univ. of Arizona

Unless of course you pulled a Chrome Preview card from a regular Topps set! But Jumper4d8 is correct, typically they are their own set.
