Please help identify this Griffey Jr. card

Anyone know what this Ken Griffey Jr. card is? I recently acquired it and it looks like a 1999 Fleer
Tradition but the card number confuses me as instead of just #3 it is numbered 3 of 6. I'm not seeing it listed in the OPG.
