I'm sure that this stuff is driving the web developers INSANE about now. I'm a web developer myself - just suggestion. Try using an IP block using htaccess (if on apache...not sure what windows boxes use) on these guys. They can still spoof, but I'd be willing to bet that it will knock out most/all of the problems.
You might also try the newer google captcha instead of the old one you are using now. It should help tons.
