I hear you man, and that has totally been what I have seen in the past. I am not asking for anyone here to make a deal with me. But just asking in general with these cards Topps is sending out.

I have no idea who came into the boardroom at Topps and said hey here is what we are going to do. Make a set of cards, mark the redemptions as shipped, then ship them these cards and call it a day.
