2000-01 Finest Shaq Gold Refractor question

Hello, ran across this card and am not familiar with the set. Is that a protective film that is supposed to stay on there? Is the card too damaged now to be worth anything? It is serial numbered 66/100 in case it doesn't show in the scan. Any help would be appreciated with this. Thanks

Thats a nice Shaq and I dont believe these came with a protective film.
