I believe Luck's deal with Press Pass was for one year, and expired June 1, 2013. Hence the Draft redemptions not being valid / cannot be sent out until then. It was also a collegiate license, which only stopped UD, since Panini and Topps had the license to produce NFL cards. Some people got worried when he signed an exclusive deal with Panini Authentics, but that is only for signed memorabilia and has nothing to do with cards.
