Does anyone know why Ichiro is not (so far) in any of the Topps procucts?

Don't know about Heritage but I would imagine they have to keep some stars out of Series 1 Topps to make Series 2 more appealing. I don't think Pujols has a base card in Ser. 1 either, just a checklist card.
Collecting Robin Yount, Brewers Topps parallels, Brewers autos and Jonathan Lucroy in a Brewers uni.
Lucroy Brewers Collection : 589/596 non 1/1's (98.8%) and 65 1/1's 
I'm sure Ichiro will be in series two, its strange that he isn't in Heritage.

After I posted, I searched and found out that there may some contract problems with Topps. The info said he was a SP (hi#) in 2013 heritage, but every list that I looked at, there was no Ichiro. There aren't any on peebay either.
david wright has a sp in regular topps but otherwise wont be in til series 2. not sure about heritage.
