Grading Standards for Centering

Grading Standards for Centering
Beckett is very clear about the standards being both ways for grading the centering on the front of a card eg., 55/45 both ways for a BVG/BGS 9.

The standard for the reverse is not so clear. Only one ratio is stipulated eg., 70/30 for a BVG/BGS 9.

My question is: Is the ratio applied both ways or is it an average of the two wide borders vs. the two narrow borders?

I have the same question regarding PSA grading if anyone knows the answer.
