As for where the patch comes from, it looks like it is from the old Capitals logo (the one before the current one). The particular swatch you have looks like it is from part of the White House / Capital Building on the logo. If you look up "old Washington Capitals logo" on Google, the image should show you that the swatch is from the dome of the White House / Capital Building, immediately beneath the main apex of the spire.
To me it looks like the top of the Capital building or whatever it is called in Washington. There have been some really sick patches that show the whole top of it and even more. Just my guess.
