Very unlikely. It is much more likely that it is simply a processing error by Upper Deck where the foil printing step didn't happen correctly. This happens all the time and was much more prevalent when foil was first being added to cards in the 90s. You can see from the picture that a little bit of foil from the Upper Deck logo next to the TM is there, which is probably just the last bit of foil that the printer had left on it before running out.
