what is the best baseball reprint set to include 1900's hofer and negro lges players and execs?

They are not reprints but I would say the 1980-87 SSPC HOF set. The cards are very low valued but it contained every Hall of Famer inducted prior to 1988 including Negro Leaguers and Executives.
