My local target has packs that are half way opened people don't even bother searching them there. They just open them. It's extremely disappointing.

This comes up every now and then so I'll say it again. Target especially does not care about searchers. I caught a guy flat out fingernailing and bending packs of cards. I went to the service desk and complained. I was told store policy is," as long as they are not damaging the cards or opening the packs, they can do whatever they want to the packs." I pointed out that what he was doing does damage the cards, leaving scratches and bends on the cards inside. Only then did they actually watch him and finally ask him to leave.

Later that night, I contacted the corporate customer service via Email. I got a reply back that was obviously a form letter thanking me for my email, and saying that currently they feel that the policies are spelled out well enough for this matter, and see no reason to update those policies.
