I don't think it is....I know on my eBay android app, it has a button to place a quick minimum bid increasment....sometimes I just hit that over and over if I don't feel like typing in an actual bid....especially if I'm like driving or something.

naw i dont think it is shilling either, i think the guy might have messed up and thought he had been outbid when in fact he wasnt so he kept rebidding, even the same same max amounts lol. I did that once a while back when i had a brain fart myself.

Shilled, nope, none of the bidders have a high bid percentage with the seller, the highest one is like 3%, if it were something like 15% or higher then I would question it.
And looking at the sellers recent sales history, he had a few nice cards that he surely could have shilled, and gotten a lot more money for, but sold them from less than $5
