Was thinking about this topic since I've been busting a ton of junk wax from the late 80's and early 90's and some other threads regarding what to do with commons, etc.
IMO, 1991 Fleer holds the crown as the most worthless set ever made. The highest value card in the Beckett database belongs to Ken Griffey Jr at $1.25. The only inserts worth a darn are the all-star cards which were only available in jumbo packs.
Second place goes to 1991 Donruss with the highest value card of Nolan Ryan worth exactly $1. At least you have a chance at Elite inserts of a Ryne Sandberg autograph?
1988 Topps was also given strong consideration!

Can we write in a choice? Like 2013 (I think) Panini Triple Play.
I have never busted 1988 Topps, 1991 Fleer or 1991 Leaf, so I cannot vote but I certainly do not pursue any cards between 1977 and 1992.
To me it is 1989 Topps. Everything about that set is craptastic.

Funny I just opened a box of this today! Great looking cards but nothing of value! At least they aren't glossy and stick together.
I passed on a box of 1993 Pinnacle for this very reason!
1990 Topps Traded is what I consider to be the worst set ever. If I recall correctly this was the first year Topps made a retail version of the set as well as boxes with packs. I think the best card is a Dave Justice rookie and I don't even think it books for $1. I have seen these sets priced for $1 each and they still don't sell.

Pretty much true, except there is a slight chance at a relic card (I've never seen one, but its listed), and that card in and of itself is more valuable than all the sets posted in the poll.

Is there any 21st century released cards worse that Triple Play, as mentioned before, and Upper Decks Chronology cards ... those were pretty carpy (this is my on-purpose dyslexia coming through

I didn't really consider traded/update sets but yeah, 1990 Topps Traded is one of their worst update sets ever.
1990 Topps probably should've been on the list too. Guess there's a chance you pull a Frank Thomas NNOF error?!?
