I know that there is an extra fee for oversized cards being graded. Is this considered an oversized card?

I would guess not. They actually didn't charge me any extra for those 1999-00 jumbo final floor cards I sent in on my first order way back when, so the Jam Sessions should be fine.

According to the submission form:

16. Oversized items consist of any items submitted that are larger then 3”x5”
