I saw that also then noticed I wasn't logged in and when I logged back in the offer option showed up

Just a bug. Sign in and out.
It just doesn't show on the main page but if you click on the card once you go to the buy page the Make Offer tab is still there.
Phew... I read this and initially got a little concerned.
