I think PWE is something some of the guys do for lower end stuff, where they just wanna swap some product, not with anything too high bv (I've never done a PWE thread, so I can't confirm this info, I may be talkin out my butt lol)

I have had a few cards listed at .10 or .20 that I was not going to spend $2.00 to send and they just asked that I send them in PWE. Not my preference to ship either but it does happen.
