i have a 98-99 fleer tradition playmaker ray allen card and it doesnt have a serial # on the back of the card. is this common?

anybody know?

My understanding is that these were part of an uncut sheet obtained from the fleer bankruptsy sale. So the card had been cut from a sheet of cards and sold as individual card.
I know that UD (not sure about fleer), also held some singles back as "replacements" that were not numbered, so when someone turned in a card for replacement/damaged card, then they would have one to send back, and just hand write the serial number on the card. So maybe some of these out there as well from the BR sale.
