it could. PSA brings a higher premium for older stuff because of the set registry. Could be a 9OC

i have seen worse off-centered cards, and still got a BGS 9.5 or PSA 10...

there is no way that any one on the boards can give you a accurate answer looking at that scan. Buy yourself a jewlers loupe 10x and look at it yourself. Then decide if its worth sending in.
