today makes 2 weeks since i won an auction for a high end card from a seller with great feedback. i paid within 24 hours, and still havent received. i emailed him twice and no response. should i wait longer or notify ebay? what would you do?

Two weeks is long enough to wait before filing a claim if the seller isn't responding to your emails.

My system which has only failed once:

If no contact after two weeks I send a polite email.

If still no contact after one week I send an email stating that if I do not get a response by X (usually about three days) I will take the appropriate action with ebay and/or paypal.

As I said this has gotten a proper response in every siyuation but one.

thanks for the help, im just hesitant cause they seller has a feedback of 99% and nothing but one neautral over 6 months ago. plus he left me positive feedback.

sounds good. if i have to go through this, should i notify ebay or paypal first?

eBay will automatically redirect you to Paypal to file a claim.

With feedback like that, I'd give him the benefit of the doubt.

I would send an email along the lines of:
Hello, I was the winner for your eBay auction #XXXXXXXX, (item description). I was wondering what the shipping status of the item is? I paid on XX/XX/XX and have not received the item yet. This is my third attempt to contact you, if I do not receive a response to this email by (2 days from now), I will be filing a chargeback with paypal. I assume by your excellent feedback that you are an honest dealer and the card is or will soon be mailed, but please let me know. Thanks for your time.
