I use Photoshop Elements. I have the downloaded demos of newer versions on Photoshop, but I prefer using Elements. You can make custom cards using any version of photoshop or elements. It's really not too hard once you are familiar with the tools and know how everything works.

If you don't mind my asking, how much did Elements cost?
