Yes, sorry either can initiate, 1 and 2, 3 and 4 etc... the odd number does not have to initiate the trade.

From what I understand that means two trades will be happening with each member. ( they send one to one member and receive one from another member) . I thought the goal was to have one trade in order for one member to be able to give someone la ow rating in case they didn't follow through with their secret Santa? In which you need only one trade agreed upon per member, not two. Correct me if I'm wrong but I just want to make sure I understand.
