This term comes from two California-based photographer/collectors, Ed Broder, who created many semi-legitimate sets during the 1960s and 1970s, and his son, Rob, who was a freelance photographer at major league games. The term became really popular in the late-90s to give a reference name to all the unlicensed cards that were made in the mid-90s. A lot of the cards were labeled or called "promos" or "prototypes", but that was ultimately just to fool people into buying them thinking they were legit, as promo cards were all the rage in the early 90s.

Rookies Inc is an app that you download on your smart phone to create/order custom cards. They charge $14 for a pack of 20 cards (and, yes, they send them in an actual pack) and they have over 20 designs to choose from (several of which are actual 80s card designs).
IDEALLY the company is trying to target individuals who are wanting to create cards for personal reasons - things like wedding announcements, business cards, kids little league. But obviously people have used the app to create (and then turn around and sell) custom sports cards just like the Bryant that you have.
