How are they suppose to know what photos they've used?

On a serious note, that booklet is filthy.

Well they have been doing that since the 1950's. Topps used the same photo of Ted Williams for the 54, 55, and 56 sets. Old habits die hard I suppose.
Collecting: Bryce Harper, Cal Ripken Jr, Mickey Mantle, Roger Maris and Ted Williams.

Ha! But which number 1954 Ted Williams did they use?

They actually did that quite a bit back then. 1956 Topps used the exact same pics as the '55 Topps set but added action pics in the background, which were the same ones they used in '54.

Baseball players do not play enough games in any given season for Topps to be able to amass more than one photo per player.

See Harper, Bryce - 2012 rookie cards - for more.

A strong +1 on this. Topps simply doesn't make enough money.
